empty entry in autoinstall config leads to crash

Bug Description

I have configured a 90_autoinstall.cfg file in /etc/cloud/cloud.cfg.d/
Putting an empty entry like this one here:

...
...
  packages:
# - apt-transport-https
  late-commands:
...
...

leads to a crash with no information on the crash reason.

Hm that should fail validation. Which version of subiquity are you using?

No idea how to find out. I was using the latest daily server image from here:

https://cdimage.ubuntu.com/ubuntu-server/focal/daily-live/current/
