Bug Description
Juju complains when I explicitly ask to bootstrap lxd, to first setup microk8s permissions.
```
juju bootstrap localhost
Since Juju 2 is being run for the first time, downloaded the latest public cloud information.
ERROR Insufficient permissions to access MicroK8s.
You can either try again with sudo or add the user hpidcock to the 'microk8s' group:
sudo usermod -a -G microk8s hpidcock
sudo chown -f -R hpidcock ~/.kube
After this, reload the user groups either via a reboot or by running 'newgrp microk8s'.
