Bug Description
It would be helpful to add a create_time field to the vandelay.bib_queue table. Right now the only related date field available is on the vandelay.
This is mentioned as a a two-parter request on bug 1927256, but that bug is specifically about being sortable by date. This bug is to actually put a date field on that table in the first place.
