Bug Description

Keystone installation is not generating the /etc/keystone folder. Thus, I cannot configure the service.

This bug tracker is for errors with the documentation, use the following as a template and remove or add fields as you see fit. Convert [ ] into [x] to check boxes:

- [X] This doc is inaccurate in this way: after keystone installation (apt install keystone), there is no /etc/keystone folder. This way, I cannot configure the Keystone service (keystone.conf)
- [ ] This is a doc addition request.
- [ ] I have a fix to the document that I can paste below including example: input and output.

I made the same test in another machine with Ubuntu 18.04. The /etc/keystone folder existed and had just one file "fernet-keys". I installed Keystone and the folder now had more files. Then, I removed the folder, removed and reinstalled keystone. In the end, the folder /etc/keystone was created, but is empty. I think there is some problem regarding the installation process of keystone in Ubuntu.

If someone pass for something similar, the way to solve is uninstalling Keystone with the "purge" option:
apt purge --auto-remove keystone

After that, you can install and the folder will be created and populated with the files. I think this information should be in the installation page too since just using "apt remove keystone" does not work.

THis is an installer specific issue and not with the Keystone upstream project. The .deb should be creating the /etc/keytstone directory on install. PLease open the bug with the packager. Note that the page linked is specific to Ubuntu.
