Install and configure in keystone: problem when bootstraping the identity service

Bug Description

When bootstraping the identity service, I am getting the following error:

keystone-manage bootstrap --bootstrap-password 'ADMIN_PASS' \
  --bootstrap-admin-url http://controller:5000/v3/ \
  --bootstrap-internal-url http://controller:5000/v3/ \
  --bootstrap-public-url http://controller:5000/v3/ \
  --bootstrap-region-id RegionOne

Config file not found, using default configs.
/etc/keystone/fernet-keys/ does not exist

I would like to close the bug. I noticed that the problem was because I run the commands without root privileges.
