Install and configure in keystone: problem when bootstraping the identity service

Bug Description
When bootstraping the identity service, I am getting the following error:
keystone-manage bootstrap --bootstrap-
--bootstrap-
--bootstrap-
--bootstrap-
--bootstrap-
Config file not found, using default configs.
/etc/keystone/

I would like to close the bug. I noticed that the problem was because I run the commands without root privileges.
