nagios-nrpe-server should start with LANG=C

Bug Description

Binary package hint: nagios-nrpe-server

This problem occurred on 6.06 Dapper Drake

1. configure a check_procs service in your /etc/nagios/nrpe.cfg e.g.:

  command[check_apache2]=/usr/lib/nagios/plugins/check_procs -w 10:180 -c 0:200 -u www-data -C apache2

2. Set the LANG Environment variable to

  LANG=de_DE.UTF-8

3. Start nagios-nrpe-server

  /etc/init.d/nagios-nrpe-server start

4. check service from your nagios-server and you will

  PROCS WARNING: 0 processes with UID = 33 (www-data), command name 'apache2'

I fixed it with a LANG=C in the init-script
