Bug Description
The changes made in bug 1160347 include setting explicit IDs for seed data values for the following tables:
actor.search_query
actor.search_
However, because the change didn't also include updating the sequence values, particularly for actor.search_query, the first three attempts to add a new search filter entry can fail until the sequence gets updated past asfg ID 3.
