Re-running os-net-config nukes resolv.conf

Looks like the actual problem is that different templates are used for the two os-net-config runs.

I am seeing a similar issue when running deploy. Networks are configured when the nodes are provisioned, then during the deploy os-net-config is being invoked and results in the following stack: http://paste.openstack.org/show/807428

These are the templates I'm using - https://github.com/cloudnull/tripleo-deployment-templates

I've tried running provisioning with and without network-config, and it all results in the same thing. Interestingly, the first run results in a correctly configured node, the second run breaks os-net-config and in some cases, breaks networking to the node.
