Support OSD option --all-available-devices

In some deployments, it may be difficult or impossible to know the correct --devices arguments to supply the OSD without knowing the precise disk configuration of the hardware being used. In multi-architecture, multi-plan, cloud deployments, especially with automated deployments, it would be helpful to use CEPH's --all-available-devices argument which automatically chooses all unused disks.

The charmed deployment should expose options to configure the OSD with this argument.
