Window switching with Alt-Tab stops working after a while

Bug Description
On Ubuntu 21.04,since around 01 July 2021, Alt-Tab works as usual for a while after logging in, but then stops entirely (that is, it does nothing; the switcher overlay fails to appear, and switching between windows does not work). I made _no_ configuration change, and Alt-Tab continues to be configured in the keyboard shortcuts settings as usual.

There seems to be some possible connection to Thunderbird in particular, and the fact that in the left-hand-side launcher (?) / favourites of the Ubuntu desktop, the Thunderbird icon starts behaving strangely, e.g. does not show the open Thunderbird windows when clicking on it ... while other applications work.
