Ubuntu 21.04, Raspberry Pi 4, byobu: resize-split keys (Alt-Shift-<arrow>) do not work, are processed by bash instead

Bug Description
Install Ubuntu 21.04 on a Raspberry pi4 and upgrade to current versions.
Run byobu.
Shift-F2 to split the screen.
Play with Alt-Shift-Up, Alt-Shift-Down, Alt-Shift-Left, Alt-Shift-Right in the expectation that the split separator will move.
Expected result:
Split separator moves.
Actual result:
Split separator ignores me.
Bash processes the Alt-Shift-<arrow keys> as it normally would.
