Cannot attach interface to instance

I am trying to add an interface to an instance.
The network I created called net_11

I see this error

Issue is always when the network has Provider Network Type FLAT Type

The exception you see tells that the port binding failed on the neutron side. I suggest you to look into the neutron server logs as a first step.

I'm setting this bug as INCOMPLETE as it does not contain enough information about the failure.
