tcl8.4 not working due lib missing

Bug Description

tclsh needs /usr/lib/libtcl8.4.so
But this lib is not present. The required lib is installed as libtcl8.4.so.0
tclsh works fine on creating a softlink libtcl8.4.so -> libtcl8.4.so.0

Fixed in and uploaded into the incoming.
libtcl*.so (a link) is now installed by tcl package.
tcl-dev package also has this.
One check that is pending - If dpkg remove of tcl-dev removes this link since it is used by tcl base package as well.

This has re-appeared in NCP2 as the fix was not sent upstream. Is this being caused by a local library handling difference? Do the dev tools need to be fixed somewhere to make this work correctly from upstream?
