Bug Description
[Description]
This happens on Ubuntu 20.04 LTS. Show Applications icon does not bring up application list, if show-favorites is set to false for Ubuntu-dock. Same problem happens if user manually removes all favorite icons from dock.
[Impact]
* When users don't want to see favorite app icons on dock, but only see opened apps, they use gsettings to hide favorites, Show Applications icon will not work correctly.
* Issue seems to be fixed in latest Ubuntu release already, and since Ubuntu 20.04 is an LTS release, it's worth investigating if fix can be applied.
* Users can have more freedom to customize their Ubuntu desktop to meet their needs.
* Error message:
gnome-shell[2110]: JS ERROR: TypeError: Main.overview.
[Test Plan - Reproduce steps]
* Set show-favorites to false by following command:
gsettings set org.gnome.
* Log out/in or reboot
* Click on show applications button
* Observe it does not bring up applications

Show Applications button can bring up application
[Actual results]
Show Applications button does not do anything, applications won't show up

Performed the same action with 21.04 on the same device, no such problem, application can show up correctly when Show Applications button is clicked.
