MinGW - hints in doc do not work

Bug Description
point 3 in the "Notes for Windows users" do not work for me.
However, changing from pydistutils.cfg in HOME directory to distutils.cfg in \Python24\

You don't mention if you have set up the HOME environment variable and it points to the right directory. Not all systems have it by default.
