Circulation library not updated when owning library changes

Bug Description
When cataloging staff are batch editing, in the holdings editor, items across branches added through acquisitions, they occasionally need to edit the owning and circulating libraries (when items are double ordered, for example). Prior to 3.6, editing the owning library in the call number editor section of the holdings editor for each item would update the circ library to match after holding templates are assigned and the items saved. In 3.6.1, the circ library does not update to the changed owning library and must be edited individually.
Workflow:
1.In holdings view, select acq items in multiple branches
2.Select edit call numbers and items in the actions menu
3.Edit each owning library to desired branches
4.Apply holding template in item editor and manually edit any attributes such as price.
5.Save & Exit
Items update with new owning libraries but circulating libraries remain the original ones from acquisitions.
Expected and previous action was that the circ library or each item updated to match the owning library.
