/commands endpoint always needs user name

Bug Description
The /coomands endpoint to run "embedded" commands takes as args a username and macaroon.
This is the expected behaviour for local users but login processing for the juju CLI for external users with SSO auth does not require a user name, so the same should be the case for the /commands endpoint also.
