Bug Description
3.6.3
I have found that it is possible to un-cancel a hold that was automatically canceled after the last copy and title records were deleted.
I would expect this action to fail and to see an error message.
Lib settings
Retain empty bib records = false
Delete volume with last copy = true
Delete bib if all copies are deleted via Acquisitions lineitem cancellation = true
Steps to test:
1. Create test bib record and add single item
2. Place title hold
3. Delete item/call no record
4. Open patron holds, title hold canceled
5. From Recently Canceled Holds > Uncancel Hold
6. Hold reinstated
* Status = Waiting for Item
* Detail View shows title deleted

Confirmed following Lindsay's steps in a master-ish system. It should be noted that the reinstated hold DOES appropriately appear on the Hopeless Holds report, but an attempt to un-cancel the hold should result in a warning or error.
