Bug Description
bootstrap a k8s controller
On a machine model, you can juju ssh 0. There's no machines on k8s so there's no way of sshing to the controller via juju. And if you try
$ juju ssh something
ERROR namespace for model "controller" not found
any arg to ssh will result in the above error
