Serials - Newly created manual MFHD don't display

Bug Description

Evergreen 3.5 through 3.7

If you create a new MFHD by going to Serials -> Manage MFHDs and then clicking Create MFHD the new MFHD does not display in the Issues Held section of the public catalogue.

I cannot replicate this issue in 3.9. Just to confirm, the new MFHDs did contain an 866 field, true? Without that field, I don't think the MFHD displays.
