Bug Description
Having a separate permission that just allows staff to replace item barcodes and no other item attributes would be very helpful.
Currently, editing barcodes is part of the overall permission to edit item attributes, creating the possibility that untrained, non cataloging, staff could make edits to those attributes. Creating a separate permission for the replace function would prevent those undesirable edits.

Agreed that the UPDATE_COPY permission is far too broad. This permission needs to granularized to accommodate different types of organizational structures and staff roles in libraries.
