Plank dock gets hidden in desktop in Window Dodge mode (i.e. it is always hidden)

Bug Description
I am using Plank version 0.11.89. When in "Window Dodge" mode, the dock incorrectly stays hidden on desktop also.
Expected Behaviour:
If any window is open and not minimized (regardless of whether it/they are maximised or not), the dock should be hidden.
If no windows are open, or all open windows are minimized to taskbar, so that the desktop is visible, the dock should be visible.
When in desktop, the dock only becomes visible when I push my mouse pointer to the bottom edge.
This behaviour: "Show only if desktop is fully visible else hide if even a small window is open" was there some time back. I don't know if some window manager setting is affecting this. I am on Linux Mint XFCE 20.1.
Note that, on startup, the dock remains visible on desktop until I click on the wallpaper and it becomes hidden.

The problem was caused by a conky widget interfering with the dock area and has now been fixed!
