Bug Description

in Ubuntu 21.10 I have a crash but:
itle: update-notifier crashed with SIGSEGV in g_hash_table_lookup()
UnreportableReason: E:can not open /var/lib/apt/lists/archive.ubuntu.com_ubuntu_dists_impish-updates_InRelease - fopen (13: Permission denied), E:The package lists or status file could not be parsed or opened.
