Bug Description

AllocatePublicIP in the OpenStack provider, looks for FIPs in any AZ the network configured in model config is in. However an instance can only be launched in one AZ.

Choose a FIP on an external network in the AZ the instance is running on instead.

There is a potential large future deal dependent upon the success of the current POC. This bug is causing the POC to move forward with a non 1:1 design for what production would look like. This deal could lead to 1500+ bootstack managed nodes.
