undercloud upgrade jobs missing from c8 branches like master

picking this up to look at adding wallaby coverage for undercloud-upgrade and also the minor update.

However note that all the master upgrades jobs (before we removed them in https://review.opendev.org/c/openstack/tripleo-ci/+/774909 were NON voting.

So, do we want to restore undercloud-upgrade for master as voting now? Or do we really want to restore it as a non voting job?

So.. the undercloud-upgrade job is the exception to the rule.. This job should exist on every branch and should be voting.

The other upgrade jobs should follow the standard we've set for branches.. master: non-voting, stable/foo voting when working.

Does that jive w/ you?

OK, this was not the case before I mean undercloud-upgrade master voting. I think it is a reasonable thing to try, since the undercloud upgrade tends to be much more stable than the overcloud upgrade even on master; the undercloud deployed services and by extension the upgrade workflow doesn't change as often.

Today we have no master upgrade jobs since we removed them and kept only the minor update, which is voting. I will work on adding master undercloud-upgrade and wallaby minor update/undercloud upgrade all voting.

    Move undercloud-upgrade from deprecated to master check & gating

    As discussed in the related-bug this moves the undercloud upgrade
    job back into the master layout and makes it voting. See the topic
    branch at [1] for related patches. Also adds the master
    upgrades job template to zuul layout.
