Activation of network connection fails

I just upgraded my home testing and learning PC from 20.10 to 21.04 yesterday. Before upgrade, my network connection which is a USB wifi adapter which connects to my android device's hotspot; working fine, but after upgrade I noticed that to activate the network connection, I have to follow these steps :
1.Turn off Wifi settings
2.Turn off hotspot
3.Turn off mobie data connection
4.Turn on mobie data connection
5.Turn on hotspot
6.Turn on Wifi in settings
Now, it works. I don't know the complete steps to file a bug, this is my first chance so please bear with me and ask, if i need to provide more details.
