"Read more" for workload annotations link to a page that doesn't exist

Bug Description

This is with MAAS 3.0.0~rc1-9991-g.9e9a8d84b.

Go to the machine details page and look at the workload annotation care. The "Read more" link points to this page:

  https://discourse.maas.io/t/machine-workload-annotations/4237

Which tells you that the page doesn't exist.

First of all, we shouldn't link to a page that doesn't exist. But it also should point to a page in the maas.io domain, and not to discourse.

I was worried this would happen. I warned not to use private topics in case we forgot to make them public. I have made the discourse topic public now.

This is part of a new initiative to create lightweight specific targeted instructional information for the MAAS UI users. When we want to provide detailed instructions at a particular point this provides that for us in a more lightweight way than official documentation.

Unrelated to the specific private/public issue, but I think we shouldn't link directly to discourse posts from MAAS UI, but rather link to a maas.io page that redirects to the right place.

We do that already for deprecation notices, so we can have shorter/nicer URLs.
