Seems like lhapdf.hepforge is down. I wish there could be a mirror source incase one source would be down.
Reading the website from google cache, a mirror would be existing here:

Hi,

The HEPinstaller does not have the technology implemented for mirror.
Even if that software is itself on a mirror.
So we will have to wait that hepforge is back online.
