Bug Description
Retrospective on issues that users ran into so far when configuring SMC shows that they struggled with the base configuration:
Is there an ISM device for with same PNET, is the peer in the same IP subnet, etc.
To address this, come up with a minimalistic tool that
* statically checks the configuration (find matching PNET IDs)
* Runs a live test to verify the correct operation, or give helpful hints if not
