Bug Description
$ cd testcharms/
$ charmcraft build
$ juju deploy ./juju-
$ juju refresh juju-qa-test --switch juju-qa-test
ERROR origin source "local" with schema not valid
This code is used by both `juju deploy` and `juju refresh`, only when adding --switch to `juju refresh` does it potentially not apply.
