Initial user login after ubiquity starts X11 desktop, not Wayland

Bug Description

After running through initial user setup on the pre-installed desktop image for the Raspberry Pi, the first login of the new user (prior to any reboot) starts an X11 session rather than a Wayland session (and no option is presented to select an alternative session type).

A trivial workaround is simply to reboot; subsequent logins start the Wayland session as expected.
