unable to do a action cause of "you have restrained broken packets."

Steps to reproduce:

- start synaptic
- enter password
- choose an action (remove old kernels and headers, ...)
- click on "apply"
---> error appears

E: Probleme können nicht korrigiert werden, Sie haben zurückgehaltene defekte Pakete.
E: Das Verzeichnis zum Herunterladen kann nicht gesperrt werden

Translation:
E: Problems can not be corrected, you have restrained broken packets.
E: The directory for downloading cannot be locked

- close the error window
- apply (again)
---> works !

Happens me all time on my notebook (20.04) and my NAS (20.10)

So this ist pretty annoying and since 18.04 (or longer) in synaptic.
