/etc/hp is empty after installing hplip package - 20.04LTS

Bug Description
After upgrading to 20.04LTS, my HP-LaserJet 1018 printer stopped printing. Looking at the logs, I found the following errors:

I tried completely purging and re-installing the hplip package and the problem still exists.
I then tried installing the correct plugin - here is what happened:
