Bug Description

When turning off auto restarts the charms workload status message immediately reports deferred hooks:

$ juju config ovn-chassis enable-auto-restarts=false
...
  ovn-chassis/1 active idle 172.20.0.12 Hooks skipped due to disabled auto restarts: configure_ovs, install
