Bug Description

live-migration failed while image_type was modified to rbd after new ceph was added,because disk.config is saved locally.

We don't support changing [libvirt]images_type once instances have spawned on a compute *or* live migrating instances with ephemeral disks between computes with differing [libvirt]images_type configurations so IMHO this is invalid. You should use Host aggregates [1] to ensure that the latter isn't possible within your env.
