Ubuntu loader not loading binaries with Program Header located in the last LOAD segment

Bug Description

Notice please that I'm not an expert in ELF files after examining documentation briefly I've read the following:

Specification says that PHDR segment is not mandatory.
Program Header can be located in LOAD segment.
However it doesn't say it needs to be the first LOAD segment.

I have a binary with Program Header located in non-first LOAD segment and the loader crashes.
