Package vainfo is in wrong Ubuntu section

Bug Description

Hi,

in Ubuntu the vainfo package belongs to the "universe/libs" section:

$ dpkg -s vainfo
[...]
Package: vainfo
Section: universe/libs
Version: 2.10.0+ds1-1

whereas in Debian it belongs to the "utils" section:

$ dpkg -s vainfo
[...]
Package: vainfo
Section: utils
Installed-Size: 53
Version: 2.10.0+ds1-1

One problem with this is that vainfo is always listed by deborphan as a package that can be purged as a useless dependency, whereas this package is useful on its own.
