SMS Carrier Admin Screen Active Checkbox Not Correctly Showing Inactive

Bug Description

I've tested this on 3.3 up to 3.6.

When an SMS Carrier is not active, the active checkbox still displays with a checkmark when editing a carrier in the "SMS Carriers" server admin screen. Even though it's checked, it will not set the carrier to active when saved. You have to first un-check it, then check it again for it to save as active. From what I can tell, it appears to be only related to this admin screen.

I just applied the patch for https://bugs.launchpad.net/evergreen/+bug/1873539 to a test instance. It fixes the behavior that Steve describes in this bug description.

Marking duplicate since the patch on bug 1873539 fixes this, as Garry noted, and that patch was released for 3.6 and 3.7 series.
