libsoup2.4-dev provides an outdated version of libsoup-2.4.vapi

The packages libsoup2.4-dev and valac-0.40-vapi provide different versions of the file libsoup-2.4.vapi, and the one provided by libsoup2.4-dev appears to be out of date.

$ apt-file search libsoup-2.4.vapi
libsoup2.4-dev: /usr/share/vala/vapi/libsoup-2.4.vapi
valac-0.40-vapi: /usr/share/vala-0.40/vapi/libsoup-2.4.vapi

I have been informed that this problem also exists on Ubuntu 20.04, but the differences are less problematic.
