Remove rust-proc-macro2 and rust-proc-quote

Bug Description
The new rust-proc-macro2 in proposed breaks rust-proc-quote, and both do not seem to have any rdepends, so let's remove them completely from hirsute.

I have hesitated to act on this because the rust-proc-macro2 that's in -proposed has passed its tests without issue in Debian, and the versions of these packages in the release pocket aren't failing their tests in the release, only in -proposed. So removing these packages would regress us compared with Debian, without afaik anyone understanding why. It's not clear to me that this is a bug in rust-proc-macro2 at all, as opposed to being somewhere else in the rust stack.
So I'm going to mark this bug incomplete.
