Source window raised on drag-n-drop -- drag-n-drop destination window not raised while hovering over it

Bug Description

Dragging and dropping is pretty difficult owing to the fact that when you grab something in a window (the source window), e.g. a file in a file manager window, that source window is put on top of other windows -- including the intended destination window for the drag-n-drop. I.e. the act of starting the drag-n-drop results in obscuring the destination window, which is pretty counter-productive.

Even if part of the destination window is visible it is still unusable, because no matter how long you hover over the destination window while grabbing an item it still doesn't get raised to the top so that you can actually drop the item in its intended place.

If you need an example of how to make it workable, boot into macOS.

It concerns the default file manager as the drag source in Gnome desktop. X11.

I'm re-tasking this to nautilus as the default file manager in the Ubuntu. I'm sure that a member of the Ubuntu Desktop team will follow-up in due course.
