HSL conversion completely wrong for certain colors

Bug Description

Certain RGB colors, when converted to HSL in the color picker, are given a completely invalid HSL values.

For example, type fb4645ff into the RGBA color box while viewing the HSL tab. The color is a light red, but the HSL tab shows the hue as green. Change to fb4745ff. Still red, but now the hue is shown as cyan.

Clearly there's something wrong with the HSL calculation. This has been present since I started using Inkscape with 0.45, and is still in 0.46-pre1.

I can look into this bug. It seems like some conversion code might be wrong.
