Bug Description
In the Bootstrap OPAC, the Locale Picker has been placed to the foot of the page.
I would recommend returning the locale picker back to the top of the page, as is in the current OPAC.
According to my experience, most website users expect the locale picker to be in the top of the page. This is also confirmed by UX design experts (see e.g. https:/
I also think placing a locale picker in the footer of a page can be a problem for those who use a screen reader.
In addition, placing the locale picker at the top of the page would be consistent with the location of the locale picker in the staff client.
