Can't add an s390x hirsute machine to a manual cloud

Bug Description
It seems like the juju agent binaries for s390x/hirsute aren't available yet. Bionic, Focal and Groovy work well, just not Hirsute.
Juju version: 2.9-rc6 (candidate channel)
Steps to reproduce:
1. Install Ubuntu 21.04 (Hirsute) on an IBM s390x LPAR.
2. Create a manual Juju cloud.
3. juju model-config agent-stream=devel
4. juju add-machine ssh:ubuntu@
Expected result:
The s390x/hirsute LPAR is correctly added as a Juju machine.
