time to remove *_LASSO* permissions

Bug Description

The Library Groups work in bug 1815815 replaced the separate PCRUD permissions for managing lassos and lasso maps with a single ADMIN_LIBRARY_GROUPS permission. Consequently, the following permissions are now disused and should be removed:

- CREATE_LASSO
- UPDATE_LASSO
- DELETE_LASSO
- CREATE_LASSO_MAP
- UPDATE_LASSO_MAP
- DELETE_LASSO_MAP
