KDE ignores keyboard settings

Bug Description
After rebooting Kubuntu 20.04, KDE suddenly ignores all my keyboard settings, including
- increased key repeat rate and decreased key wait time (in Input Devices/
- mapping CapsLock to Control (in Input Devices/
These settings are displayed correctly in System Settings (see attachment), but don't work at all.
Interestingly, most of my custom key shortcuts still work.
Are there issues with System Settings, or is one of my configuration files damaged? Which file would I have to delete to reset keyword settings?
