Relatively useless network admin tool in menu, instead of network-admin

Bug Description

On a freshy installed hoary hedgehog, the comparatively useless 'network tools'
item is present in the system tools menu, but the network-admin tool which is
far more useful (and which works far better) is not on display unless one knows
to look for it. Why not put the useful one in the conspicuous location?

Thanks for your bug. All the configuration tools are listed by the
administration menu which is the right place.
