accessing http://localhost and http://xx.xx.xx.xx the hosts ip address go to different locations

Bug Description

Ubuntu 18.04.5 LTS

apache2:
  Installed: 2.4.29-1ubuntu4.14
  Candidate: 2.4.29-1ubuntu4.14
  Version table:

        500 http://ca.archive.ubuntu.com/ubuntu bionic-updates/main amd64 Packages

     2.4.29-1ubuntu4 500
        500 http://ca.archive.ubuntu.com/ubuntu bionic/main amd64 Packages

So when I attempt to access the Apache2 default page 2 different things happen, if I try http://localhost I get to the default page. If I try http://xx.xx.xx.xx representing the local ip address I get forwarded to some spam site. This forwarding happens with any virtualhost created.

http://127.0.0.1 goes to the apache default page
