"Format" menu doesn't contain "Page" (or "Document") entry in AbiWord 2.4

There are no "Format"->"Document" in latest AbiWord versions (for example 2.2.x
and older versions of AbiWord have "Format"->"Document", but newest versions - 2.4 doesn't :( )

I think that "Format" menu must contain "Document" (or "Page") entry, because if
I want to format some properties of my document (for example page format,
margins, background color of my document, etc.), I go to "Format" menu, not to
"File" menu.

Now formating of page margins, orientation and page size is in "File" menu, formating of page background -
in "Format" menu. I think formating of all things must be in "Format" menu (like
in OpenOffice/StarOffice, but we can leave "File"->"Page Setup" for compability
with M$ Word users, like in older versions of AbiWord.)

Btw, maybe better is to use "Format"->"Page", than "Format"->"Document", because document has many pages and format of different pages can be different, for example first page can have different margins than other pages, some pages can be landscape, some - portrait, etc.
