libnss3 package in Ubuntu 20.10 ships files under `/usr/lib/${DEB_HOST_MULTIARCH}` literally without expansion

Bug Description

```
brlin@groovy:~$ dpkg-query --listfiles libnss3
/.
/usr
/usr/lib
/usr/lib/${DEB_HOST_MULTIARCH}
...stripped...
/usr/lib/${DEB_HOST_MULTIARCH}/libfreebl3.chk
/usr/lib/${DEB_HOST_MULTIARCH}/libfreebl3.so
/usr/lib/${DEB_HOST_MULTIARCH}/libfreeblpriv3.chk
/usr/lib/${DEB_HOST_MULTIARCH}/libfreeblpriv3.so
```

The path appears to be a result of a failed parameter expansion.

This bug is not reproducible in Ubuntu <20.10, refer:

https://packages.ubuntu.com/groovy/amd64/libnss3/filelist
https://packages.ubuntu.com/focal/amd64/libnss3/filelist

And is available in all architectures.

Thanks for this bug report. This is fixed already in Hirsute (the current development release) in version 2:3.55-1ubuntu4, but as you noted the bug still affects Groovy.
